The Humboldt Bay Harbor, Recreation and Conservation District was created in 1973 to address these needs. The District oversees planned development of the harbors and ports within its boundaries, as well as protection of the natural resources located here. It is a countywide agency with permit jurisdiction over all tide, submerged and other lands granted to the District, including all of Humboldt Bay. Operations: The Harbor District maintains and operates the public boat launching facility at Shelter Cove. The District’s tractor boat launch service operates by appointment only Wednesday through Sunday, closed Monday and Tuesday. Please make an appointment with Harbor District staff by calling (707) 273-2672. If leaving a message, please state the date and time you would like to be launched and staff will schedule you.
